CSBQTS is a government agency under the jurisdiction of the State Council. It coordinates the programs and activities in the fields of metrology, standardization and quality control throughout the country, and, as a further mission, carries out supervision and law enforcement.

As an authorized representative in the United States, SIMCOM disseminates information regarding Chinese technical standards, measurements, quality and safety certification schemes of regulated products; SIMCOM facilitates a multinational's effective approach to the world's largest emerging market.
