The State Administration for Entry-Exit Inspection and Quarantine for Import Commodities - (CIQ SA) issues the Safety License for Import Commodities allowing the use of the CCIB mark. CIQ SA is a governmental organization established by the State Council for the Inspection of Import and Export commodities for PR China according to Commodity Inspection Law. In order to inspect commodities for all of China, CIQ SA has set up China Commodity Inspection Bureaus (CCIB's) in various regions of China to be directly responsible for the inspection and certification of import and export commodities with their jurisdictions.
As part of its mission, CIQ SA published a catalogue of import commodities subject to the safety license system on August 1, 1989. On September 4, 1995, CIQ SA issued the second catalogue, which added 38 more product categories to the first catalogue. Products included in these catalogues are required to obtain the Certificate for the Safety License of Import Commodities issued by CIQ SA and bear the CCIB Mark. As its only fully authorized representative in the United States, SIMCOM provides customers with turnkey services regarding China's technical safety certifications for regulated products, required to obtaining the CCIB Mark.
